Report Number: 18-98-005-03-001
Issue Date: January 28, 1998
The OIG audited $3.8 million of direct costs claimed by Walcoff & Associates,
Inc., a for-profit organization that was awarded four DOL contracts through
the U.S. Small Business Administration "set-aside" program. DOL contracted
with Walcoff for technical and logistical support to develop 12 video presentations
and provide followup evaluation and assistance to the National Job Corps
Recruitment Campaign. Walcoff was also contracted to raise the awareness
of small business establishments to the problems of substance abuse in
the workplace. Our audit disclosed that the costs claimed were properly
supported and that Walcoff complied, in all material respects, with the
cost principles set forth in the Federal Acquisition Regulations and the
terms of the contracts.
